I tried finding the documentation and read some threads on Bugzilla and Phabricator that are related to the implementation of the new layout, but couldn't find any arguments as to why they wanted to hide the buttons. There was a bug filed for this before the release, however they closed it as INVALID, because it's "an intended change".
